A native of Massachusetts, O'Neil earned his undergraduate degree from Colby College and his law degree from Suffolk University Law School.

O'Neil spent many of his professional years working in the mutual fund industry for such companies as Fidelity Investments and State Street Research & Management. He began his legal career at Goodwin Procter LLP, practicing in both the corporate and estate planning departments. As a solo practitioner, O'Neil specializes in civil matters; including estate planning, probate, business and real estate.

O'Neil dedicates time to pro bono projects including working with the Children's Law Foundation, Battered Women's Foundation and various Elderly Law Projects. He is also a member of the Massachusetts Bar Association.

Now residing in Duxbury with his family, O'Neil spends his personal time enjoying the outdoors, reading and traveling.
